Part 3: Building Resilient School Technology: Why Infrastructure Matters More Than Software
In Part 2 of this series, we explored the four essential pillars of a modern school technology ecosystem and the risks of software overlap. We saw that buying more technology does not necessarily create a smarter school. What matters is selecting systems that work together and support the institution's educational and administrative goals.
Choosing the right software, however, is only the beginning.
A well designed School ERP or Learning Management System can quickly become a source of frustration if the infrastructure supporting it cannot cope with the realities many Kenyan schools face. Slow internet connections, intermittent power outages, unreliable mobile networks, and poor integration with government platforms can all determine whether technology succeeds or fails.
Technology should adapt to the school, not force the school to adapt to technology.
For school leaders, understanding the infrastructure behind digital systems is no longer just an ICT concern. It is a strategic governance issue that influences efficiency, service delivery, regulatory compliance, cybersecurity, and business continuity.
The Reality of Connectivity in Kenyan Schools
Not every school enjoys reliable high speed internet throughout the day. Many institutions, particularly those outside major urban centres, experience unstable connectivity, network congestion, or occasional service interruptions. Even schools with fibre connections are not immune to downtime caused by power failures, equipment faults, or service provider outages.
Yet learning does not stop simply because the internet is unavailable. Teachers still need to take attendance, record assessments, access timetables, and continue teaching. Administrators must process admissions, update fee records, and communicate with parents.
A school's operations should never come to a standstill because the internet has stopped working.
Therefore, when selecting technology schools should assess whether the systems can continue functioning when internet connectivity is unavailable.
The answer may determine whether a system is genuinely suitable for the school or simply works well under ideal conditions.
Why Offline First Matters
Many cloud based applications assume that users will always have internet access. While this may work well in some environments, it presents challenges for schools operating in areas where connectivity cannot always be guaranteed.
An offline first system allows staff to continue working even when disconnected. Information entered by teachers or administrators can be stored securely and temporarily on the device, with changes synchronised with the central system once connectivity is restored.
For example, a teacher should still be able to record attendance during the first lesson of the day even if the school's internet connection fails. Once connectivity returns, those attendance records should synchronise with the central database without requiring the teacher to repeat the work.
Offline capability, however, should not be considered separately from security. Schools need to understand how information stored locally is protected, what happens if a device is lost or compromised, and how authentication and encryption are handled.
Offline capability is not a luxury. In many schools, it is an operational necessity.
The Importance of NEMIS Integration
One of the biggest frustrations for school administrators is entering the same information repeatedly into different systems. Student records are captured in the school's management system, then entered again into government portals. Examination information is maintained internally before being uploaded elsewhere. The same learner information may be copied multiple times throughout the academic year.
This duplication increases workload while introducing opportunities for human error. A well designed school information system should minimise repetitive work by supporting accurate, structured data exports and, where available and appropriate, integration with platforms such as the National Education Management Information System (NEMIS) and other government reporting systems.
While not every system will provide direct real time integration, schools should ensure that information can be exported accurately and efficiently in formats that support government reporting requirements.
Good integration reduces duplication. Better integration improves data quality.
The same principle applies to the systems used within the school. If attendance, assessment, admissions, and other learner information are maintained in separate applications, schools should understand how that information moves between them and which system holds the authoritative record.
Cloud, Local Servers, or Hybrid Systems?
Another important decision concerns where school information is stored.
Some schools rely entirely on cloud based systems hosted by external vendors. Others continue using local servers installed within the school premises. Increasingly, institutions are adopting hybrid approaches that combine both.
Each model has advantages and limitations. Cloud systems provide flexibility, automatic software updates, and remote accessibility. However, they depend heavily on reliable connectivity and require schools to understand where their information is stored, who has access to it, and how the vendor protects it.
Schools should also understand whether personal data is stored within Kenya or transferred outside the country, what contractual safeguards apply, and what happens to the school's information when the contract ends.
Local servers provide greater control over institutional data and may continue operating even during internet outages. They do, however, require regular maintenance, security updates, hardware replacement, physical security, and reliable backup procedures.
Hybrid models can provide a useful balance by allowing certain operations to continue locally while securely synchronising with cloud services when connectivity becomes available.
There is no universally perfect infrastructure. There is only infrastructure that is appropriate for your school's environment.
The right decision depends on the school's connectivity, staffing, budget, security requirements, operational needs, and ability to maintain the chosen infrastructure over time.
Infrastructure is Also About Security
When school leaders hear the word infrastructure, they often think about internet cables, routers, servers, and Wi-Fi coverage. Modern digital infrastructure extends much further to include user authentication, password management, data backups, disaster recovery planning, software updates, network security, encryption, and role based access controls.
Schools should know who can access student information, who can edit records, who can approve changes, and who can download sensitive information. Access should be based on responsibility rather than convenience.
A teacher may need access to the learners they teach. A bursar may need access to fee information. A school administrator may need broader access. That does not mean every employee should have access to every record.
This also means reviewing accounts regularly. Staff who leave the institution should not continue to have access to school systems, while temporary or external users should only receive the access necessary for their role.
Backups Are Not Enough
Schools often ask whether their systems are backed up but don’t often consider if those backups can actually be restored. A backup that has never been tested may provide a false sense of security.
Schools should regularly test whether critical systems and data can be recovered following hardware failure, accidental deletion, a cyber incident, power related damage, or another major disruption.
They should know:
How frequently critical data is backed up.
Where backups are stored.
Whether backups are protected from unauthorised access.
How long it would take to restore essential systems.
Who is responsible for initiating recovery.
Which school functions would be restored first.
Business continuity is not simply about preventing disruption. It is about ensuring that the school can recover when disruption occurs.
Considerations for Every School Before Buying Technology
Before investing in any new digital platform, school leaders should ask several practical questions.
Can the system operate when internet connectivity is unavailable?
Does it support accurate, structured data exports and, where appropriate, integration with NEMIS and other government reporting requirements?
Where is school data stored?
Is personal data transferred outside Kenya, and what safeguards apply?
How frequently are backups performed, and have they been tested?
Who controls the data, who processes it, and what happens to it if the school changes vendors?
Can the school retrieve its information in a usable format if the contract ends?
Who has access to the system, and can access be restricted according to staff responsibilities?
How quickly can the institution recover after a technical failure or cyber incident?
The answers to these questions often determine whether technology becomes a long term asset or a long term liability.
Building Schools That Are Ready for the Future
Digital transformation is not about purchasing the latest software. It is about building technology ecosystems that are reliable, secure, resilient, and capable of supporting learning under real world conditions.
A school may have an excellent ERP, a sophisticated Learning Management System, and modern communication tools. If a connectivity failure brings all of them to a halt, the institution remains vulnerable.
Schools that invest in resilient infrastructure can reduce administrative burdens, strengthen data protection, improve continuity during disruptions, and position themselves to adopt future technologies without rebuilding their entire digital environment.
The best school technology is not necessarily the most advanced. It is the technology that continues working when the unexpected happens.
